Sec. 135. PRESERVATION OF AUTHORITY. (1 Comment)
With the exception of section 131, nothing in this Act may be construed to limit the authority of the Secretary or the Board under any other provision of law.

Why is this clause necessary? Someone needs to clip the wings of the Secretary (whose gambling helped cause the mess or at least didn't blow the whistle), this seems to avoid that urgent necessity.
